EXCERPT: "U.S. President Barack Obama signed a law on Thursday to triple nonmilitary aid to Pakistan to about $1.5 billion a year for the next five years as part of a plan to fight extremism. The funding, which still must be appropriated by Congress, is designed to demonstrate U.S. commitment to the nuclear-armed South Asian nation, which is fighting al Qaeda militants and a Taliban insurgency on its own soil and which is seen as vital to stabilizing neighboring Afghanistan."
